I can't continue my return because TT says I can't go till this form is ready on 2/20, but I have Disaster Relief, what am I doing wrong?

If you want to take advantage of the tax breaks on your early retirement distribution due to the disaster losses, you will have to file the
Form 8915A-T" Qualified 2016 Disaster Retirement Plan Distributions and Repayments". Per our updates, they are not available until 02/12/2020. For more information, see here Disaster relief bills.
If you meant to say you do not have a disaster relief, you can simply remove the form from the program. Here are the steps:

It is currently scheduled for May 15, 2020.
It keeps getting pushed because the IRS has not released the updated 2019 form and instructions (the current IRS version is 2018). The 2019 version is still in the draft state. Since the filing due date was pushed to July 15 and the IRS has to deal with the stimulus payments, my guess that a seldom used form does not have high priority.
And in case you do not know, that will be require a paper mailed tax return when it does become available. The IRS has said that they will not be programing the e-file system to accept the little used form.
