Form 5695 I have a carry forward. I have filled out info and it shows a credit, but it is not showing that increase on fed or state refund.

An energy credit is applied to lower your tax due, but that tax cannot be lowered to below zero. If the tax amount on line 56 is zero, adding the credit will not affect your refund.
