Form 1099G states what I got as a refund last year but why is TurboTax putting a different refund amount? It is typed in correctly.

I had to delete the item and re enter the information.

If your state refund amount had been adjusted or changed by the state for any reason, then your previous year tax return would not automatically reflect that change and the different amount would be brought forward to your 2020 tax return.  Correcting the number that was automatically entered so that it matches your Form 1099-G is the way to handle the situation.
