Filing taxes from a foreign address

I have changed my information to reflect my new foreign address. I have filled out all the tax information but because of my foreign status, I believe I have to use Turbo Tax Deluxe. My taxes are very simple, I do not own property etc. So at the end it asks how I want to pay for my products, which is the Deluxe, the separate State filing with the Federal and Max to assist with any audit problems, however, when I am asked to pay, it says i can deduct from my Federal refund or pay by credit card. I tried the option of paying with my refund and it says I cannot because of my foreign address, so i chose the credit card option and now it is asking for my US billing address. We are told we can e-file from a foreign address but we cannot pay.  How does this work? I do have a US bank account.

Yes, I read that. So it seems one must have a US billing address for one's credit card and yet I've seen so many dual citizens say they've used TurboTax to file. If they are truly dual citizens I don't see how they could have a US billing address.
