Filing my Ky taxes, under "Review Your Ky Filing Info", it says "You are signing your return on paper".... I specified a PIN. Why does it require a mailed-in signature?

When I proceed, it looks like it is requiring a 8879-K be completed and mailed right away.  I have never seen this before.  Did I miss something?

The form 8879-K Declaration For Electronic Filing must be signed, but not included with your return as it says on the form and related instructions:
