Filing 2020 taxes through TurboTax CD or Downloadable Software in 2022

I am in "File a Return" subcategory "Payment" and when I click "Continue" to try and pay for the "TurboTax California State E-File" it leads me to two options: 1) Pay with your credit card, and 2) Pay with your federal refund. Either one does not work.

Option 1 leads to:

"State E-File is closed for the season

Hi there, and thanks for visiting. State E-File in TurboTax is closed as of October 21, 2021, so we can get ready for the upcoming tax season.

See you then!
If you would like to purchase State E-File, contact phone number removed."

Calling this number does not work, as it leads me to irrelevant community posts.

Option 2 leads to:

"We Can't Use This Payment for You"

- Your federal refund is not large enough to cover the fees

- The stimulus payment credit (also known as Recovery Rebate Credit) added to your refund amount, doesn't count towards the minimum federal refund required to cover TurboTax fees.

This is incorrect, because my refund is sufficient to cover the fees.

You cannot use pay by refund for a prior year return. You would need to pay your fees out of pocket. 

You will also need to print your return and file by mail, as e-file for 2020 tax year has closed.
