Ex-spouse has student loan debt

My ex-wife has student loan debt acquired prior to our 2017 marriage.  We divorced in 2023 and I filed as Single no dependents for 2023; however, the IRS withheld my $500 refund for an offset on her student loan debt.  Is this going to happen every year...taking my refunds until her debt is paid off?
