Estimated Federal Tax Penalty

I live in a California disaster area that was granted additional time to file returns.  TurboTax calculated an estimated tax penalty of $110 which I paid.  The IRS sent a notice 2 weeks after I filed and reduced the penalty for failing to pay estimated taxes to $0 and said I am due a refund of $110.

IRS will send a check in about 2 weeks.
