Edit Health Insurance Coverage Information: Form 3853

I'm having issues filing my state return. I'm ready to submit but TurboTax requires me to edit information on Form 3853. I need to add an Exemption Certification Number because I only had health insurance for 11 months of the year. I don't have this number and no matter what I do I cannot go back to the page that initially asked me about my health insurance information. The only page I can get to is when I'm asked about 1095-A but I didn't get that form. I already paid for the service but it is incomplete and I can't edit. How can I go back to that page? I've tried deleting Form 3853 but nothing is changing.
