E-file reject - F 1116 problem

 E-file rejected this morning due to 3  F-1116 forms.  2 types of income, general and passive.  Passive income  with 4 countries.  in 2018, I was able to E file with 2 copies of 1116. What changed for 2019?  Is there a work around ? I do not want to paper mail. thank you
