DTF -968.4

I was sent a letter about my 2022 tax return that I filed with Turbo Tax. NYS sent a DTF-968.4 saying that I owe them money. Does anyone know what it is, or what it is for? We no longer live in NY and I believe that an original letter never reached us until now.
