In FL -If I claim my handicapped brother for whom I pay more than 50% of his care expenses as he is in a memory care facility will he have to claim my assistance as income?Will it affect his eligibilty or result in a payback requirement after his death?

Although Medicaid is partially federally funded, it is a state program, and each state has different rules about eligibility. We can answer most tax questions, but a question about Medicaid eligibility needs to be directed to the state Medicaid program itself, or maybe a social worker or elder care attorney practicing in your state.
On the tax side:
If you do end up paying some of his expenses, that is not taxable income to him. And you if you claim medical expenses as itemized deductions, you can include expenses you pay for him if you claim him as your dependent.
