Does severance pay on revocation of job offer qualify as FDAP?

Let's say someone (non-resident alien NRA) lands a US based job offer from a foreign country, but the same gets reneged due to re-org/layoffs, and there's a severance pay worth few weeks of pay as part of the separation agreement.

 

Question : Does this severance pay qualify as FDAP income?
