do I use just line 17 or can I use line 14 as well to fill out my "total of all your payments and withholding" for the tell us about your refund section?

i'm confused about how to fill out the "about your refund section" of my taxes. I don't understand if I just need to use line 17 since it is only asking about my state refund, and if I'm supposed to enter the amounts from line 14 as well since they are also made to the state. Do I include the federal amounts withheld too or state only?
