Do I need to file a return if AGI is $5,029

Person has only Social Security and AGI of $5,029.  Do they need to file a Federal return?  Do not owe any taxes and are not getting a refund.

Based on the information you've provided, if the person's only income is from Social Security, it doesn't sound like they need to file a federal return.
