Do I have to sign up for Deluxe program for 1099-MISC I got from CA's MCTR?

I just received a form 1099-MISC from the Franchise Tax Board for MCTR (Middle Class Tax Refund). It was from California's Inflation relief package. 

 

I only have a W2 and a 1099-MISC. 

 

I spoke to a tax expert and she's telling me that I have to sign up for the deluxe. 

 

As a test run, I filed my own taxes and submitted the 1099 form without a hitch.

Do I have to sign up for Deluxe program for 1099-MISC I got from CA's MCTR?

You do not have to sign up for Deluxe to enter and file your 1099-MISC form. 

 

 The MCTR is not taxable on the CA tax return, but no guidance has been provided by the IRS as to whether or not it is taxable on the federal tax return. Therefore, TurboTax software is not treating this payment as taxable income. 

 

Once we get more guidance from the IRS, we will notify you of the changes and how to handle them.

Ok. Even though my tax accountant upgraded me to deluxe, is it possible to request for a refund since I never needed deluxe in the first place?
