Do i have to pay for the filing of my taxes if i owe the IRS?

Yes ... if you use the TT program then you must pay the fee for that use ... at no time is a refund guaranteed and it has no bearing on the TT fee. If you wish you can stop and abandon the account and use another method to file your taxes, until you pay the TT fee you can use the program for free.

Now that said, if you have not filed at least an extension and you owe you are late in the filing so you should file asap even if you cannot pay. There is a failure to file penalty, failure to pay penalty and interest that is accruing daily.
