Do federal and state taxes send the check outside US?

I live outside US and I just filled my taxes. My question is if they send the check outside the United States or should I put an address in US?

Yes, the IRS does send the refund to a foreign address.  Whichever address will be listed on the tax return, that's where the refund will be mailed.  Be sure that your foreign bank cashes the refund though, not all foreign banks do.
