The $39.99 fee you're seeing is for the Refund Processing Service (having TurboTax fees deducted from your federal refund). This fee is in addition to the Deluxe tax preparation program fee. You can avoid the fee for Refund Processing Service by paying your TurboTax fees by credit card.
