My uncle died in 2022 but received dividends and interest totaling $177.71. He also received a refund of $1984.00 on a 1099-G from the state of Connecticut. How do I file a tax return for him or is it not necessary?

Based on the amount of income you mention, it would not be necessary to file an income tax return in Connecticut for your uncle, unless there was tax withheld in which case you could file to obtain a refund of that.
