Dealing with 1099-MISC from Public Utility (Rebate from EV charger installation)

Hi, I received a 1099-MISC form  from my Public Utility Company for a $1,500 rebate for an EV charger installation.   'IRC Sec. 136. Energy Conservation Subsidies Provided By Public Utilities'  states such rebate should not be considered as gross income. 

 

However, I can't figure out how to enter this 1099-MISC amount into TurboTax without adding it to my gross income  (There is no question from Turbo tax covering such scenario so the software always consider that 1099-MISC as my income and increases my tax liability )

Enter the income and subtract it back out. Follow these steps:


First enter the income:
1. go to the federal income section
2. scroll to the bottom
3. Miscellaneous Income, 1099-A, 1099-C, Start
4. Other income not already reported on a W2 or 1099, Start
5. Other wages? Yes
6. Household employee? Continue
7. Sick pay, continue, Medicaid, continue
8. Other Earned Income? Select Yes, continue
9. Source of income? Select Other
10. Enter description - Scholarship, enter your taxable amount
11. Continue

Subtract:
1. Miscellaneous Income, 1099-A, 1099-C, Start
2. Scroll to the bottom
3. Other reportable income, Start
4. Other taxable income?
5. Select YES
6. Description  IRC 136 for 1099MISC
7. Amount, enter your negative amount
8. continue

This doesn't work. The final worksheet cannot have negative numbers for income and therefore will not let you e-file. Is there any alternative way to enter the 1099 Misc received from the Electric company for EV ready expenses

Enter the 1099-MISC for $1500, and then add an extra item of income in the amount of minus $1500.

 

Incidentally, if the charge is eligible for any state or federal tax credits for installing an EV charger, the amount you report as the installation cost must be reduced by the amount of the rebate.
