Most likely because your state forms were not all available at the time you efiled.  What state is it?

First verify with this tool that only the Federal was successfully efiled, then I will tell you how to handle efiling the state.

If forms weren't ready, it didn't allow it to go through, which is why it says "incomplete."   Use the tool I left above to verify.  What does it show?
And what state is it?

It shouldn't use the term "complete."   Do you mean "accepted?"   
It also sounds like it confirms your state has not been efiled.
I also have asked twice what state it is.    But that's OK, I'll give a generic answer below.

I'm pretty sure I paid for efiling both federal and state. I won't be billed again, right?

You would have originally had to pay for both when you first attempted.  It shouldn't charge you again.  If it were to try to charge again, then help from TurboTax Support would be necessary to resolve that glitch.  It should know it has already been paid for.

The state return can say "incomplete" if you already efiled the Federal return by itself and it has not yet been accepted, or if some of the Massachusetts state forms were not available when you tried to efile it at the same time as efiling the Federal return.  If it says "incomplete", your state return has NOT yet been efiled

With this FAQ for Forms  Availability, it looks like all of the Massachusetts forms are available now for efiling except for an underpayment form for estimated tax.  You can look here to see if the state forms you need are available:

Since your Federal return has already been accepted, and if all the state forms you need are available, you can then go back and open up your State return to complete and file it.  Carefully review it before filing since the forms may have updated since you last worked on it.

NOTE:  When you go back to your account to finish and file your return, you may see a notice to finish and file the state return.  If so, you can follow that path to see if it gets you back to the state return.

If it doesn't, here's a way to open the state return back up:
  • Log in and go to the 2016 Tax Timeline.
  • Scroll to "Some things you can do."
  • Choose "Add a state."  (you're not really adding one; that's just to get the return to open up.)
  • Once the return is open, you can go to the State Taxes tab to complete the state return.  Carefully review it before filing since some of the forms may have updated.
  • Also step through the Review tab.
  • When you go through the FILE tab for efiling, make sure you go all the way to the end and click on "Transmit return now."
