In order to claim the Earned Income Tax Credit and receive a refund from it you need earned income.  Earned income is primarily wages or self-employment income.  If you have neither, you can't receive EITC. If you have any self employment income then you can file a return. ( Baby sitting, housekeeping, free lance work etc)
