Change withholding amounts when determining estimated tax payments with no W4.

As Turbotax assists a retired person with no W4 in preparing estimated tax vouchers for the current year, it prompts you to enter expected income, deductions, and credits for the current year.  I don't believe it asks whether your withholding amounts will remain the same as they were for the past year.  Turbotax just assumes the withholding amounts will be the same as they were as shown on your past year's 1099's and takes that into account when determining what the estimated payments should be.

Am I missing the prompt asking whether you plan to change the Federal and/or State withholding amounts?  Is there a method in place to modify those amounts?

Thank you!!
