This question is for users with a negative 2021 taxable income, which is entered as 0 on Form 1040. The 2021 to 2022 Carryforward worksheet (line 1) (generated with the 2021 return) properly entered the taxable income as negative, but the 2022 carryover worksheet (line 1) is not properly entering the taxable income as negative, it is entering a zero. This results in an incorrect long term capital loss carryover amount populating into Schedule D, and reverberating throughout the 2022 return. Is this intentional in the code, or am I missing something?

You are not missing something, the negative number shown on the 2021 carryforward worksheet should populate as a negative number on the 2022 carryover worksheet.
There was a previous issue (not exactly the same as this) related to the carryforward/carryover worksheets from 2021 to 2022 that was addressed and corrected by the development team earlier this week.
Even though it will require you to restart your 2022 return using the 2021 tax file so that the amounts carried forward will be done again from scratch, the issue should be corrected.
If you are using one of the CD/downloaded versions of TurboTax and you do not want to restart your 2022 return to get the amounts to match up as they should, you can make the adjustments in Forms Mode to the Capital Loss Information Smart Worksheet in the top section of the Capital Loss Carryover Worksheet showing the information brought into 2022 from 2021. The fields in the Smart Worksheet are easily edited and then transfer to the lower section of the form.
