Can turbotax help me file a final return for my deceased brother?

I might also need to file an extension for both federal and state taxes for my deceased brother, who died in 2023.

Yes, you can create an account to file for your brother and indicate in the My Info section that you he has passed. Start with the Free Edition and upgrade as you go if needed here.
