Can i waive the tax penalty for not having Health Insurace if i have lived in Europe the past 5 years as U.S citizen but still working on a U.S installation?

If you have lived more than 330 days or more outside the U.S., you can be exempted from the ACA penalty.

In TurboTax, revisit the Health Insurance section.

On the page which asks Did you all have health insurance coverage, click on I'll pick who had it and which months (see attached screenshot 1)
On the next page, check the months you had insurance leaving blank the months you did not have insurance and Continue
On the next page titled Did anyone have a situation that waives the tax penalty for being uninsured? put a check mark at Spent more than 330 days or more outside the U.S. (see attached screenshot 2)
On the next page, check the months or part-months for which you were outside the U.S.
The penalty for these months will be waived.
