No, but why would you want to do that?   If you state why you are asking this question, we may be able to suggest something else you can do.   Are you asking because your Federal refund is too low to pay your fees, or something else?

Also, be aware that when you choose to pay TurboTax fees out of your Federal refund, there is an additional $40 service fee ($45 for California filers.)   You can avoid that service fee by paying upfront with credit/debit card, or a prepaid debit card you can purchase in a store.
