Can I pay my IRS for 2016 by bank debit or must I efile and pay $34.95 first

I am not getting a refund.  I owe over $2000 to the IRS and I want to pay it by bank check or bank debit.  Please advise.

You can make payment via credit/debit card using the IRS website options shown here:

https://www.irs.gov/uac/Pay-Taxes-by-Credit-or-Debit-Card

Fees vary by processing company, you'll have to look at the options available.
