Can I file a 2016,2017, 2018 with Turbo tax ?

Yes. To file prior years (2016, 2017) you'll have to first buy, download each year's software, then prepare/print/sign/mail in returns individually (one year per envelope), with W-2 and 1099 forms for each year; no on-line filing.
