Can I create a second login to file a 2023 return for my (now deceased) Mother and use the email address tied to my existing account?

Yes, you can create an account to file your mother's return and connect it to the same email address, but you have to create a separate user ID. 

If you when try to do that, your browser automatically signs you in to your own account, just select Sign Out toward the lower left corner and select Create account on the sign in page. 

When you start her return, look for the question, "I'm preparing this return for a Taxpayer, who has passed away." Once you answer that Yes, you will be asked for the date.
