Can I claim professional publications for the past 10-years, if I haven't claimed it before?

Only those paid for in 2016.

For the others, you would have to amend 2013, 2014 and 2015, respectively. Amendments for refunds for earlier years can no longer be claimed. But be aware that only the amount that is in excess of 2% of AGI qualifies as an itermized deduction each year.
