Can a student claim AOTC on his return if his parents don't claim him as a dependent (even if he is a qualifying dependent of his parents)?

Yes, but you likely are not going to get the refundable portion of the tax credit.  A full-time unmarried student, under age 24, whether a dependent or not, is only eligible for the refundable portion of the American Opportunity Credit if he supports himself by working.
