I am trying to file my california income tax return since I am california resident. I sold investment property in Colorado. I had a $8000 withholding amount from DR179. My actual income tax pay to Colorado will be $7000 and I am getting refund of $1000 from Colorado due to withholding.
On turbotax it ask whjat is income tax paid to Colorado do I put $8000 (withholding)? or $7000?
Turbotax also tell me I must attach a copy of Colorado tax return to california. Will Turbotax do that for me since I am filing electronically

Yes, the amount you enter for taxes paid to Colorado is the actual tax after refund, not the full amount of tax withheld.
And yes, a copy of your Colorado return with be included in your California e-file, so they will have everything they need to process your return.
