BUG: Software Update for State, Results in Data Loss, and Tax Increase over $5,000

* Summary
State update of TurboTax removes my previous input for health care
coverage. This increased my state tax owed by $5,312.

* Description
After doing the state portion of TurboTax, the mid-March software update for
California state "silently" changed some of my state input. Specifically,
22 checkboxes in the dialog with the title below, were all unchecked:

        "Select the months each of you had health insurance in 2022"

 

This amounts to "Data Loss" by the software. It occurred after my state tax
was filled out, and by the next state software upgrade in mid March. I
made the correction and went on to complete my taxes and filed them.

But after filing, I reopened my tax filing to do some review. I was prompted
to do the March 22 software update. This update repeated the same problem.

* Severity:
After the State software upgrade, my state tax owed, went up by $5,312,
without any notification or explanation by the software

I happened to notice the change. After stepping back through my state tax
in the software, I found the problem, as detailed in the Description above.

* Details
- TurboTax Premier 2022, with California State (Desktop edition)
- Married, filing jointly
- Each of us had health care coverage for every month of the year, except
for December.
- Below are the specific figures affected, before and after the problem
occurred
    $4,084 Previous Refund Amount
     1,228 Amount Due, after upgrade
    ------
     5,312 Total amount of change in state tax

* Steps to Reproduce
- Use Desktop version of TurboTax Premier 2022 with California State
- I assume a "test case" for middle income, Married, filing jointly, and
that the tax information is completely entered.
- Open the state portion of the tax return
- Use the Topic List feature to Navigate to,

"Your california Return" | General Information | Health Insurance

- "Did you both have health insurance coverage in 2022?"
Answer "I'll pick who had it and which months"
- "Select the months each of you had health insurance in 2022"
Answer: check every month's checkbox except for December, for both tax
payers.
- Note the amount of State Tax Owed.
- Save and close your tax file
- Do an update for the state software.
- Reopen your tax file.
- Expected: The amount for state tax is the same as before the software update.
Actual: A large increase in the owed amount, in the neighborhood of
$5,000 has occurred. This is from the state requiring a penalty for not
having health care coverage.
Navigate to the state health care information and see that no months for
either tax payer are checked.
