Box 1 - Unemployment compensation and paid family leave is blank. But I've uploaded a 1099G form for unemployment. Why does box one say 'and' instead of 'or'?

Box 1 - Unemployment compensation and paid family leave is blank. But I've uploaded a 1099G form for unemployment. Why does box one say 'and' instead of 'or'?
It is for unemployment AND paid family leave. It depends on what box number the income is in. If the income is in:
- Box 1 - 1099-G for unemployment or paid family leave
- Box 2 - 1099-G for a state or local refund
Use the link that corresponds with the type of 1099-G you received.
