Both Fed and State efiles came back as rejected, what do I do to complete the transactions?

please the answer to (grandfather of Filson Scott) because I was the one helping him complete his taxes. My email is [email address removed]

If Federal rejects the the state will automatically reject.

What is the Federal reject reason and code?

Is this an error? I completed an amended return for Tax Year 2021 using TurboTax online. I received a rejection but it mentions "open your *2023* amended tax return."
