Asked a self employed contractor to do repairs in a boat house. Do I need to provide a MISC 1099?. Is over $600 in cost.

By when must I send it to him and the IRS. Is it required?

So long as the boat house had nothing to do with your business a Form 1099 is not required.  It is only for expenses paid in connection with your trade or business.
