As a noncustodial parent, Can I submit a photocopy of IRS 8332 agreement?

By signature, I am assuming IRS means ink based signature, is this right?

Yes, a photocopy of the 8332 is fine. The signature would be the ink-based kind.  You can still e-file, but you will mail in the photocopied 8332 along with form 8453, which the software will print.
