In this statement, why doesn't this apply to my situation? I don't have more than 200 transactions or more than $20,000.

You are required to report taxable income, no matter what kind of paperwork you get, and even if you get no paperwork at all.
In addition, since you got a 1099-K, you need to deal with it in some way, or the IRS will probably send a letter asking for more information.
But the first and most important question is, what are you doing on eBay and is this taxable income or something else?
