Am I eligible for an installment agreement two years in a row?

Yes, you can arrange another installment agreement to cover the balance owed for 2016.  If you do, then you can contact the IRS to have the agreements consolidated. Their number is 1-800-829-1040 or you can visit http://www.irs.gov/Payments
