Why am i eligible now for a stimulus payment and my parents claimed me as a dependent student in 2019 and i was not eligible then?

If you cannot be claimed as a dependent for 2020, by your parents or anyone else, then you are eligible for the recovery rebate credit on your 2020 tax return. The credit is the equivalent of the stimulus payment.
Note that what matters is whether anyone can claim you as a dependent, not whether they actually do claim you. If they could claim you, but they choose not to, you are still not eligible for the credit.

It is your 2020 tax return that controls what happens.
