A W2 Non qualified plan payment in box 11.

My W2 has a non qualified payment in box 11. There are no entries in box 15 through 20. Instructions or prompts in TurboTax indicate it is acceptable to leave these fields blank if there is not entry on your W2. When attempting to transmit my Federal and Pennsylvania returns, I was not able to complete and received a message to enter information in fields 15 - 16. I attempted many variables to address the message and none were successful. Including recommendations made by TurboTax Customer Representatives. Have you encountered this issue and do you have a recommendation on how to address it to allow me to transmit returns successfully.

Is there a software glitch that has been identified? I did not have these issue the past several years.
