1099-R Annuity Percentage Question

I'm completing my 1099-R section and it keeps asking for a percentage in block 9a of my percentage of total distribution?  I am assuming the answer is 80% as 20% was held for taxes...is this correct?

The instructions for Form 1099-R say: 

If this is a total distribution and it is made to more than one person, enter the percentage received by the person whose name appears on Form 1099-R.  You need not complete this box for any IRA distributions or for a direct rollover.

So if you are the only recipient of the 1099-R distribution, then you would enter 100%
