full time student wife received $3500 scholarship that was sent directly to school and all applied to tuition. Now the organization provided 1099-nec. Wife didn’t have to do any work for it. We file jointly. I believe it isn’t taxable. How do I enter it in TT?

The NEC should be entered so the IRS won't send you a letter saying you failed to report income. You will want to subtract the income back out and mark it as nontaxable scholarship income.
First enter the income Follow these instructions to enter a 1099-NEC and be sure to mark:
Second, subtract the income
1. go to the federal income section
2. scroll to the bottom
3. Miscellaneous Income, 1099-A, 1099-C, Start
4. Scroll to the bottom
5. Other reportable income, Start
6. Other taxable income?
7. Select YES
8. Description 1099-NEC used for tuition
9. Amount, enter your amount as a negative
10. Continue
