In my 1099-DIV the following have been supplied:

% of fund held in U.S. Government securities at December 31, 2018: 3.37
Were U.S Government securities at least 50% of holdings at each quarter end: No

Take the ordinary dividend from box 1a. Multiply that number by 0.0547 (5.47%) and enter it into TurboTax where it asks for Income From Government Backed Securities. In short, use the % of dividends not the % of funds.
