I'm Military and deployed overseas and put my stuff/car in storage. While deployed I was still receiving Basic Housing Allowance. Can I use storage as a moving expense?

Yes, you can deduct storage expenses while deployed as your moving expenses, as long as they are not reimbursed by DFAS. BAH is not a factor here.
