TurboTax asks everyone that question, just in case it applies. TurboTax has no way of knowing that you never owned a home. The question is about getting the credit in 2008, so the only way for it to know is to ask.
If you go through the Your Home interview, it will ask all the related questions. You can skip through sections that do not apply to you. There is no first time home buyer credit, but there was a credit in 2008. If you used that credit, it had to be paid back over the next 15 years. If it does not apply to you, choose the last option - No, I never got this credit to skip that section.
