When to file 2022, 2023 Amended Returns After "Qualified" Disaster Changes

On December 12, 2024 President Joe Biden signed H.R. 5863.  This changed IAN to a "Qualified" Disaster and added Milton and Debby (for 2024 tax returns). Both 2022 and 2023 tax returns are now affected. My plan is ONLY to change the check button designation in both 2022 and 2023 from regular to "Qualified", which eliminates the 10% AGI deduction from Schedule A disasters.  This will significantly increase my refund over and above what was already refunded. 

 

For 2022 I can only submit via paper, but 2023 can be done electronically.

 

The question is WHEN to submit? Do we have to wait for the IRS to adapt the new law with new regulations? Will Turbotax issue an update that we should wait for? Or can we simply change the button as previously noted and submit now?
