Was the nonbusiness energy property credit was extended? Is it refundable? I claimed solar panels for 2018 and now have to add the cost of an exterior door replaced 2018.

No, it was not passed yet. If it is passed you will be notified as long as you entered your expenses under the property credit. TurboTax will then send you a notification and instructions on your next steps if it is passed.
The Credit is not refundable and is limited to $500. The renewable energy portion of the credit can be carried forward to next year if you do not have enough tax liability to take it all this year.
